2023-2024 MEETING SCHEDULE

BSBC meetings are scheduled for the third Tuesday of every month at 6:00 at BMS (and may meet additionally, as needed).

Agendas will be published on the RI Secretary of State website and linked on this page 48 hours before each meeting in accordance with Rhode Island Open Meeting Laws.

PURPOSE OF THE COMMITTEE

In 2019, the District established  a Facilities Advisory Committee to identify areas of need in school buildings, establish facilities priorities, and assist in determining long-term solutions. In 2021, the Facilities Advisory Committee became the Barrington School Building Committee.

2023-2024 AREAS OF FOCUS

The work of the School Building Committee is instrumental in defining and supporting our commitment to educational equity.  The District has targeted the following critical areas for 2023-2024:

  1. Identify school building needs and deficiencies

  2. Develop and seek approval of RIDE Stage I and Stage II submissions for school construction prior to upcoming 2024 deadlines.

  3. Champion and elevate community voices in the school facilities work agenda.

  4. Strengthen and prioritize the ongoing work of maintaining our District buildings to meet the needs of Barrington Public Schools students, staff, and community members.

Develop and submit Stage I Necessity of School Construction application to the Rhode Island Department of Education

Complete: Stage I application submitted in February 2023

Interview and hire Owner Project Manager (OPM) to support development and submission of Stage II application and provide construction management services to Barrington Public Schools

Complete: Selected Downes Construction Company as BPS OPM in April 2023

Issue RFQ for Architecture/Engineering design services firm in preparation for Stage II application

Complete: RFQ issued in May 2023

Interview and select Architecture/Engineering firm to assess Barrington's school facilities and develop construction or renovations recommendations for Stage II application

Complete: Reviewed responses to A/E RFP and selected Tecton Architects as BPS architectural services firm in June 2023

Ensure submission of legislation to authorize a Bond Referendum by Barrington Town Council to Rhode Island General Assembly

Complete: Enabling legislation submitted to RI General Assembly in May 2023

Host a series of community forums

Complete : Community meetings conducted in September and October 2023

Develop Stage II application with support from OPM and A/E firm

Complete: Stage II application submitted on February 15, 2024

Prepare for Special Election regarding school construction bond

Special Election took place on November 7, 2023: Bond Approved

Submit Stage II application to the Rhode Island Department of Education

Complete: Stage II application submitted in February 2024. It was approved by RIDE in May 2024. The Rhode Island Council on Elementary and Secondary Education authorized more than $1.3 billion in school construction projects across the state, including Barrington's school construction project, in May 2024.

Develop Stage III application for design and construction

In Progress: Summer 2024

Commence initial stage of construction by June 30, 2024 to receive additional reimbursement benefits
